April 1, 2011 was the effective date when 2009 IECC requirements became the standard for all other residential construction (besides single family homes) plus commercial, and industrial buildings as mandated by theTexas State Energy Conservation Office (SECO).
On January 1, 2012,The rule to update the Texas Building Energy Performance Standards to the energy efficiency provisions (Chapter 11) of the 2009 International Residential Code (IRC) becomes effective for single family construction. The U.S. Environmental Protection Agency (EPA)’s third generation of specifications, “ENERGY STAR Version 3,” also becomes effective January 1, 2012 and includes new and more rigorous requirements for builders, raters, and HVAC contractors.
